Punam Chuhan-Pole
Lead Economist, Office of the Chief Economist, Africa Region, World Bank
Ms. Chuhan-Pole is Lead Economist in the Office of the Chief Economist of the Africa Region, the World Bank. Her recent work includes development of a semi-annual publication— Africa’s Pulse—which presents recent economic trends and prospects for the region’s economies and provides analyses of issues shaping Africa’s future. Ms. Chuhan-Pole also led a study documenting and analyzing recent development progress in Africa— Yes Africa Can: Success Stories from a Dynamic Continent . She is currently doing research on growth and poverty reduction in Africa and on the management of mineral wealth for development.

Agnes Soucat
Director, Human Development, African Development Bank
Ms. Soucat is director for Human Development at the African Development Bank, where she is responsible for health, education and social protection for 53 countries in Africa. Previously she has variously served as lead economist and advisor for Human Development for Africa for the World Bank, and has held senior posts at the Joint United Nations programme on HIV/AIDS, the United Nations Children Fund, and the European Commission. Ms. Soucat is the author of numerous publications, and was co-author of the Poverty Reduction Strategy Paper (PRSP) toolkit, the World Development Report 2004: Making Services Work for Poor People, and the main author of the background reports to the High Level Task Force on Innovative Financing.

Richard Scheffler
Professor of Health Economics and Public Policy, School of Public Health & Goldman School of Public Policy, University of California
Mr. Scheffler is Distinguished Professor of Health Economics and Public Policy at the School of Public Health and the Goldman School of Public Policy at the University of California, Berkeley. He also holds the Chair in Healthcare Markets & Consumer Welfare endowed by the Office of the Attorney General for the State of California. Mr. Scheffler is director of The Nicholas C. Petris Center on Health Care Markets and Consumer Welfare. He has been a Rockefeller and a Fulbright Scholar, and served as President of the International Health Economists Association 4th Congress in 2004. He has published over 180 papers and edited and written ten books, including his most recent book, Is there a Doctor in the House? Market Signals and Tomorrow’s Supply of Doctors, published by Stanford University Press, September 2008.

H.E. Tedros Adhanom Ghebreysus
Minister of Foreign Affairs, Federal Democratic Republic of Ethiopia
H.E. Tedros Adhanom Ghebreyesus is currently the Minister of Foreign Affairs of the Federal Democratic Republic of Ethiopia. He took up his post in November 2012. Prior to this he served as Minister of Health. He also served in a number of expert and leadership positions within the Ministry of Health at both federal and regional levels, including the positions of Minister of State. A globally recognized researcher on malaria, H.E. Tedros Adhanom Ghebreyesus has co-authored numerous articles on the subject in prominent scientific publications. Minister Ghebreyesus has also been recognized for his leadership in the rapidly evolving field of global health, working steadily to enhance Ethiopia’s active engagement in a number of major international forums. In May, 2009, he was elected to represent Ethiopia as the Chair of the Fourth Conference of Ministers of Health of the African Union (CAMH4). On July 4, 2009 he was elected Chair of the Board of the Global Fund to Fight AIDS, Tuberculosis and Malaria, for a period of two years. Previously, he served as Chair of the Roll Back Malaria Partnership (RBM), Chair of the UNAIDS Programme Coordination Board (PCB), and as Co-Chair of the Partnership for Maternal, Newborn and Child Health (PMNCH). He has also served as a member of the Global Alliance for Vaccines and Immunization (GAVI) Board as well as of the Institute of Health Metrics and Evaluation (IHME). In 2009, he also served as a member of the High-Level Task Force for Innovative Financing for Health Systems, co-chaired by World Bank President, Robert Zoellick, and UK Prime Minister, Gordon Brown.

Leslie V. Rowe
Ambassador, Office of Global Health Diplomacy, United States
Ms. Rowe serves as Ambassador in the United States Office of Global Health Diplomacy. In this role, she is responsible for the day-to-day operations of the office, fulfilling the mission to support ambassadors as they engage in diplomatic efforts to advance global health goals and help countries eventually own their health care response. As a Foreign Service Officer, Ms. Rowe has served the US in a number of positions at posts throughout the globe. From 2010 to 2012, she served as U.S. Ambassador to Mozambique, representing the Embassy on issues relating to global health, regional security, democracy and good governance, food security, and the promotion of bilateral trade. From 2006 to 2009, she was U.S. Ambassador to Papua New Guinea, Solomon Islands and Vanuatu and also served as Deputy Chief of Mission from 2003 to 2006 at the U.S. Embassy in Nairobi, Kenya. From 2000 to 2003, she served as Consul General in Bangkok, Thailand with regional responsibilities for U.S. Embassies in Burma, Cambodia and Laos. She was Consul General in Lisbon, Portugal from 1996 to 2000 and was the first Director of the State Department’s Office of Children’s Issues from 1994 to 1996. Prior to that, she has also held senior Foreign Service posts in Chile, Brazil and Costa Rica.

Christophe Lemiere
Senior Health Specialist, Human Development, Africa Region, World Bank
Mr. Lemiere is a senior health specialist in the Africa Region technical health Unit of the World Bank. Aside from his duties as a Task Team Leader in various countries in Africa, he leads the Africa Region Human Resources for Health (HRH) Program (and team), which supports countries in the region to develop and implement their HRH Strategies. Mr. Lemiere has published numerous articles and books on Human Resources for Health and health systems strengthening more generally. Before joining the Bank in 2007, he worked as a hospital manager in France for 5 years. During his period, one of his assignments was as human resources manager in a teaching hospital with over 3,500 staff. He then moved as a consultant in health care management and has worked in dozens of countries, in Eastern Europe, Caucasus and West Africa.
